Follow up decisions from strategizing meeting of 13 September

FOLLOW UP ON DECISIONS FROM STRATEGIZING MEETING OF 13/9/1990

1. Specific guidelines on self-defence: it should be a public statement, including the use of MK. To cover aspects such as instructions to branches to form self-defence units; involvement of MK; legal status of MK.

2. Suggestions to counter violence that should be considered:

*. demand the withdrawal of riot police and the community deals solely with the local police.

*. Call on democratic elements within the police and Inkatha to expose those within the forces waging this war.

*. Monitoring groups to be placed within the police stations.

3. Follow up information regarding people being bussed to the Transvaal from Ulundi. Can we get confirmation?

4. Notification to Western Cape of the postponement of Mandela's tour of the region.

5. Working Committee on Violence:

*. Terms of reference, strategizing and on the ground action.

*. Personnel to be seconded who have required expertise.

*. Education and propaganda offensive.

*. Briefing of diplomats and others.

*. Prepare appropriate report for NEC meeting.

6. United Front proposal:

*. Any specific proposals to follow, e.g. briefings, consultations, peace conference.

7. Women's regional meeting to discuss the violence on 22nd September, and meeting with De Klerk on 12th October.

8. Preparation of speakers notes, plan proper report-backs, systematic briefing and deployment, involvement of NEC leadership.

9. Strategy around Buthelezi meeting: nature of invitation, assessment of his own agenda/demands/programme.

10. NEC extraordinary meeting: agenda, venue, preparation of reports, duration. Date: Tuesday 18th September.

11. Written submission to allies from ANC asking they discuss the question of suspension. Ensure all participants from allies attend extended NEC meeting on Tuesday 18th.

12. Assessment of government response to suspension, and implications for our work.

13. PRO to make appropriate information available to DIP.
