As a student Nefolovhodwe was the SRC President at the University of the North, and also the local chairman of the South African Students' Organisation. He was subsequently elected National President of SASO, which was the organisation originally formed by Steve Biko.

Nefolovhodwe was Deputy President of AZAPO in the early nineties and became the party's sole parliamentarian in 1994.
