1957. Proclamation No 333

on the Group Areas Act The original GROUP AREAS ACT of 1950 declared (segregated areas) group areas either for ownership or residential purposes or for occupation or business purposes. However, there seems apparently to have been confusion as to the exact definition of these two types of areas. "While ownership is a term of law, occupation is not. The courts have therefore grappled with the precise meaning to be attached to this term, and in particular with the degree of control and the amount of time required for occupation. The government has contributed to this uncertainty by issuing proclamations ... which designate forms of intermittent occupation, such as attending a cinema or restaurant, to be subject to [the GROUP AREAS ACT of 1950]" (Dugard 1978: 81).
