1937. Aliens Act

This required "employers who hire noncitizen workers to comply with a complex registration and approval procedure. Failure to adhere to these procedures subjects the employer as well as the illegal alien employee to harsh penalties (fines up to R5,000 and two years imprisonment) (Pnce 1991: 128).
