1902. Native Reserve Locations Act No 40

This authorised "the Government to set up and control African residential areas outside towns" (Davenport 1987: 547). The bill's "original powers of compulsory location were drastically limited to areas within municipal boundaries and the locations themselves ... [this act] therefore left Africans free of control right up to the borders of towns" (Swanson 1977: 38). The objective of the act was to restrict an ongoing epidemic plague; see the PUBLIC HEALTH ACT of 1883.
