1900. Natal Courts Special Act No 14

This "provided for a court to consist of three Special Commissioners who were to be judges or persons qualified for appointment as judges. In most cases this court consisted of Sir William Smith ..., Mason ..., and William Broome, then Chief Magistrate of Durban and later (1904) a Natal judge" (Dugard 1978: 228, note 72).
