1897. Public Health Amendment Act No 23

Section 15 says that "[i]n cases of urgent necessity arising from the prevalence or threatened outbreak in any district of infectious disease ... it shall be lawful for the Minister to make and proclaim such regulations to be in force within such districts as may be required to prevent the outbreak, or check the progress of, or eradicate such disease" (quoted by Swanson 1977: 41, note 18).
